Signer Delegation

I just tested Signer Delegation, and it defaults to ON when processing a return. 

I would like to put in an Enhancement Request to see if SafeSend can switch it to defaulting to OFF in the future. 
This would make it easier for processing, as we feel signer delegation would be used less often. The way it is set up know, would be up to the person (Admin) processing the return to make sure it is toggled off before delivering it to the client.
